Lead oxidation

Does somebody have a nice easy answer for this dilemma ? Most of my lead came is in cases that I bought from a shop that was going out of business several years ago. Some is still clean and shiny, but the majority has an oxidation film on it. I scrub each joint with a stainless steel brush before fluxing and for the most part the joints take a bead well. There are frequent occasions where the solder does not cover and at best the retouching is not so hot.

Once I tried a muriatic acid bath, which didn't work. Steel wool sometimes does a little better than the brush, but the little woolly bits are a pain. It sure would be nice if someone had a solution. Any suggestions ?
