Need help picking out a computer

I have a friend who wants to take video from a helmet camera he uses on his dirt bike helmet and download them to his computer and then edit them to make movies. The question is, what would be the best computer PC or Mac, and the best hardware configuration? How much RAM, ect. Any advice would be greatly appreciated
