Cheap carpet or just new?

I recently moved into an apartment that has new carpet. Everytime I vaccuum or sweep the carpet all the fuzzys come off of it. I mean MAJOR fuzz. Enough to fill a Walmart bag from just the livingroom and diningroom. It fills the bag on my vaccuum so quickly and it stops up my vaccuum every time I vaccuum. Is this cheap carpet or is it just because its new? Will it ever get better?
