I'll hazard a guess and say Cushiony Cotton Scale, a small, slow-moving, soft-bodied plant-juice-sucking parasite. Like other forms of scale, they can multiply rapidly, so hose them off before they make any significant inroads.
NCB, I think you are right. I looked it up, it appears she has egg cases.
