This little(a bit bigger than 1/16th inch) bug likes to be on my salvias and lavendars. It's on the stems and makes white foamy coverings on itself. I have no idea if it's harmful yet. Have squirted the plants off a couple of times but can't dislodge them all. Any ideas?
CLOSED: Black & yellow bug that makes a foam covering
Sounds like a spittle bug. The nymph literally hides inside spittle, which keeps it moist. Spraying them off with a hose works. http://www.ivyhall.district96.k12.il.us/4TH/KKHP/1insects/spittlebug.html
Here's a bunch of spittlebugs. Do any of them match?

I hate those little critters! We get the 2-striped ones here, salvias and grasses appear to be their favorites. I use the hose, too.

That's the culprit! Thanks all.
