I forget exactly which name it is, but it actually is a fly, (class:diptera), from online or any bug book will have it,,,syprid fly? something like that,,,comes from my fading memory,,,least this will put you on the right path.

Check out this link. Only a couple of genera have striped thorax so you might get the ID at least down to genus.
