What the heck did my DH buy this time???

Deep East Texas, TX(Zone 8a)

Another flea market find makes me scratch my head. This unusual strainer appears to be older. The handle and hanging loop are brass. The screen is ultra fine. The bowl itself appears to be plated as a magnet will stick to it. It measures 9 1/2 inches stem to stern. The bowl is 4 inches in diameter and 2 inches in depth. The only marking is a cloverleaf with four letters S F O M clockwise around the cloverleaf. Under which it is marked "10 NICKEL BM". Any ideas what this was used for?
