I was told not to divide pitcher plants until winter when they are dormant but what about seedlings. I have seedlings that looking big enough to transplant to their own pots. Can I do it now or should I wait?

Do it now if you want, their roots are certainly shallow enough. Use a teaspoon. Get as much of the surrounding medium and sink the ball complete with baby and all into a little well in a new pot!
Best to normally wait until after the plants have gone dormant though but I've done it to seedlings with no negative repercussions.
