Has anyone seen or made these? If so, any hints or suggestions would be great.

My DDs (15 & 12) took sewing lessons last week and used neckties on the purse project they made. Very cute purses, but now they're wanting to make skirts using neckties. We went to a couple of thrift stores yesterday (scored 26 from one @ .50/ea & got 4 from another for $2/ea).
