How to use Elastic Thread for shirring

I realize most here are quilters but perhaps you can help me with a regular sewing question. I have several summer skirts that have elastic shirring at the back of the waistband. In this extremely dry New Mexico climate, the elastic actually dries out and crumbles! Directions I've read for using elastic thread just say to wind it on the bobbin by hand. Does that mean to stretch it tightly on the bobbin?

Any advice would be appreciated.
