Help! Beetle invasion

They are the black flying beetles that are often found on rose bushes except now they are on everything. They're just munching away on my fruit trees, potato plants, blueberry bushes, most flowering plants and even my new sugar maples. In the beginning I tried to keep them under control with sevin but we were having 2 or 3 rain showers a day and as soon as it washed off, they were back. I have alot of new trees and plants this year and I hate to have them ruined this way. Any help would be appreciated.

I guess your options are to keep spraying, take a picture and have then ID'ed here or take them to your extension office for an ID.
