what pest could be causing this!

I've noticed a milky substance on my shrubbery, sunflowers and cosmos. Does anyone have any idea what bug could be causing this problem?

I found a tiny white bug (white fly? mealy bug?) that has feathery wings on the infested plants. What is it and how can I get rid of them without killing my swallowtail caterpillars?

Try dish soap, not sure if that will kill the caterpillars though. It's the least destructive thing I can think of. Oil soap stays around long but try the dish soap in a sprayer.

A shot of water with the hose is even less damaging to beneficials.

Is your milky stuff foamy?

It could be spittle bugs.
