leaky outdoor water faucet

I have a leak coming from an outdoor water faucet. The leak is coming from around the handle, not where the hose attaches. Does this mean the washer inside the faucet handle needs to be replaced? I tried to take the faucet handle off but the screw appears to be rusty. Is this brute force task for my DH or should I call in a plumber?
