Rubeckia 'Goldsturm' struggling

My Goldstrum has been in the ground now 4 weeks.. it was a late spring replacement in a bed that had annuals that never came up. Each day.. except days that it rains, it is laying down flat and wilted. It in full sun and is getting a couple gallons of water a day, just to keep it alive. I know they are suppose to be drought tollerent but this one is dieing under our summer sun. Is it just that isn't roots aren't established yet? Do I need to cut it back? My coneflowers, and Rubeckia 'Irish Eyes' are thriving in the same bed.

Cut it WAAAAY back leaving only a few leaves. You have too much green and not enough roots to support it. Mulch around it heavily with cut grass or woodchips to retain moisture and keep the plant from frying. When the roots catch up to the green, you will see new leaves emerge.
