Stepping stones with tile

I have a lot of odd pieces of tile around and want to make some stepping stones. Would you place the tile face down on the bottom of the mold and pour the concrete over it or would you fill the mold, smooth the top and place the tile into the mix that way? Any ideas? Thanks, a
