This is a spreading kinda plant. The flowers are white in color, about the size of a quarter, or a bit smaller. It has small spikey green thingys, kinda like a flat pine needle. At the top of the pic is a retaining wall, which the plant cascades over. What are the odds this will spread and choke out my dahlias I am planning to plant here??

Whatever it is, you can likely trim it back so it doesn't encroach anywhere you don't care to have it.
I don't think it'll chock out the dahlias, tho, if you keep it cut back. It has never been all that invasive for me.
Is that a viburnum, Katy? Gorgeous. I bought one last spring but haven't put it in the ground yet. We've only just decided where to put it and I'm monitoring that site for sunniness. How much sun do you think I can get away with for a minimum? I want it to bloom like yours!

Which specific viburnum is it , Katy and Gwen? I am seeing the all over now and they too me are so beautiful. Reminds a little of dogwood but only bush instead of a tree. Is it the doublefile viburnum?
Yes Lenjo, it's doublefile Mariesii. I prune them to showcase the horizontal growth, many little snips! It seems to encourage even more and deeper (toward the trunks) flowering along the horizontal branches.
