cosmo's (stunted?)

I started some cosmo's from seed and planted them out about a month ago. They are about 10 inches high and are producing buds and very small flowers. They are the sensations mix and the picotee mix. They get shade until about 2:pm then full afternoon sun the rest of the day. They face west. Is it common for them to flower so early and so small?

It sounds like they are being kept very dry?? Did they go thru some cold nights a few weeks ago? NOt sure about your zone but April 4 seems sort of early to be putting young seedlings outside. Sometimes a plant blooms early because it is stressed, and is putting out blooms to promote survival ( set seed before it dies-it thinks it is anyway)
