What's this bright red stuff?

I have a papilio amaryllis that has lots of bright red appearing on and under the leaves and on the bulb. What's the deal? Anyone know?

Could it be a "rust" fungus?

Yes it's a disease called red blotch. I've not been able to find any stock of amaryllis that don't have this.
