Horse question, injured tendon in front fetlock

Central, AL(Zone 8a)

My 18 year old quarter horse mare injured her fetlock; it was suddenly big and swollen and the vet did a joint aspiration (no infection) and did an ultrasound and concluded it was a flexor tendon injury. She has been on stall rest 3 weeks but is still lame. She recently had a custom shoe to elevate the heel and take the pressure off the tendon. Has anyone had any experience with this type of injury? Can it heal after so long? My horse has never had any orthopedic problems despite her age and I am so worried about her.
