I have a 3 foot hydrangea that is getting smothered under a leyland cypress. When can I dig it up to move it? Is there any specific peocedure for doing this?

You can move it now if your soil is at all workable. No really specific procedure except the usual advice to make the root ball at least as wide as the branches. Have your hole already dug and amend the soil with compost and rotted manure if you have some. Then just dig it up and move it. Get it settled in as quickly as you can and keep it watered. It shouldn't miss a beat if you move it this early.
