Constructing bases for portable gardens

I have undertaken to help design portable gardens for handicapped folks in wheelchairs who can not go out in the sun to garden. We were thinking up to 5' by 30'' or so for the rolling tables; guess the rollers would need to lock.
Local Eagle Scouts want to build them, and I'll need to find appropriate planting boxes to fit.
Anyone ever done a like project?
