First time growing from seed, I did a soil test using the Planters pride kit and have the following results: PH 7.5 , Phosphorous - Med. to med high, Potassium - medium , Nitrogen - low
I live in the western suburbs of chicago and plan to plant petunias,bells of ireland,monardo,zebra mallow,etc.and would like to know if this soil is OK or how to get it to optimum condition.

Soil test
The pH and fertility of your soil is fine.
When planting flowers, still fertilize reguarily with a 10-10-10 fertilizer or 5-10-5 fertilizer (or any other perennial or annual plant fertilizer). You can also use osmocote 14-14-14 for example.
The soil pH is fine for thse plants. Do not lime the soil any further, however.
As with any soil, your soil probably will benefit from being amended with organic matter, such peatmoss sphagnum, compost, shredded leaves, etc. Mix the organic amendment thoroughly into the top 8-10" of soil prior to planting. A 2-3 inch layer of compost mixed into the top of the soil will be a great investment.
