How do I remove a 'hidden' file from my WIN98?

I downloaded a pc monitor program called Starr PC & Internet Monitor. I don't like it and want to completely remove it. I have WINDOWS 98 and use IE. I downloaded the 'free' home version, and when I boot, I get a popup wanting me to buy it, which I cannot 'X' out of. Can anyone offer help?

I have run Spybot Search & Destroy, but it didn't locate nor remove it. What do I need to do? I sent an email to the website, asking for help, but no response. Thanks for any direction!
