Porn Problems

A friend of mine recently started getting child porn emailed to her. Pictures just started popping up whenever she opened her email, as well as invites to peruse the site. Is there any internet governing agency that she can get into contact with here in Canada? This stuff is disgusting, and she doesn't just want to block the sender, but have the $%&*$#s stopped altogether.
