Any Electronics Techs here?

I am in need of help building a circuit and would appreciate any help. This is supposed to be simple but I've been told that the diagrams are missing some info or something to that effect. This is all that I am told so I'm a bit lost. More info would allow me to get any possible missing info if I knew more. If you think you might be able to help I'll be happy to send the diagrams for review. I'm going to post this in the "Car" section. Thank you all.
