My Coreopsis auriculata has a problem

Are these susceptible to powdery mildew, because that's kind of what this looks like. :-(

Spray with baking soda/water. I also use fresh warm dishwater.

Do you think that powdery mildew is what is the problem? Is this common with this variety of coreopsis?

The photo sort of looks like PM...but I have never gotten it on my Coreopsis. As a matter of fact, I really like Coreopsis becauses it is so pest free! This is a mystery.
