I saw this vine growing on a fence in Washington DC and thought it was very unique and pretty. Can someone tell me what the name of the vine is? It has deep green leaves about 2 inches in length and breadth and spaced about 2 inches apart. The vine didn't have any flowers on it when I saw it.

Looks like a cardinal vine to me
It looks a LOT like the leaf of the Cardinal Creepers I used to have at my bachelor pad here in Loudoun county.

I agree too, Cardinal Climber, I did'nt grow one this year but I wish that I had, in Iowa its an annual, they're exotic looking.
