Ellesgh, the easiest way to propogate a peony is to get a section of the root that has 3 to 5 eyes on it. Thus, if you have a friend that is willing to give you some of their peony you should wait till fall (September - November), dig a chunk of the peony up and replant it with they eyes no more than 2 inches deep. If you dig up the entire peony you'll need to divide it before re-planting it, but if you just dig a chunk of it off the mother plant all you'll need to do is back-fill the dirt in around the mother plant and then you might want to divide the chunk you dug up. Make sense? :) Oh yeah, trim back the foliage, some do this before digging, some do it after digging.
