Funky looking fly thingy

I'm new to gardening, so I don't know what this is. I'm betting it's common enough that someone out there must know what it is, and whether it's a good guy or a bad guy!

Thanks again. He is kind of cute, actually. :) I can put my nose right up to the flower, and for the most part he'll still leave me alone, so we get along just fine!

Konkreteblond, if you look at the photo, see the black and white striped part? That's his butt. The black thing just down and to the right are his wings, then his abdomen and head are green (you can see the two antennae sticking up and down). :)
