You actually have two different bugs messing with ya. The flea beetles (and also tater bugs) are the ones making the holes in the leaves. However, it looks like you also have a worm or perhaps a slug or the like...see how the edges of some of the leaves are eaten away? Classic symptom of certain worms.

I imagine your Ortho got them all though!!
