Beet question

Got a beet question. I have sowed beets 3 times and can't get them up. Anybody have any ideas?

Ground needs to be kept soft and moist. Years ago ago we would lay a plant on the list. Today I usually use just a strip of remay, but here I have sandy soil. You have to remove a plank or other solid covering when they begin sprouting.
