Need Help for a Friend down in Richland, WA

Spokane, WA(Zone 5b)

Hi. A friend of mine lives in a very arid climate in WA. I think she is in zone 6b or 7 (it is always 7 to 10 degrees warmer there than it is where I live). Her first home in Richland seemed to be ok. She was able to grow tomatoes. They recently moved to a golf course (new one I believe) and she said nothing will grow for her. I have asked her to get an analysis on her new soil, but she would also like some suggestions for perennials she could grow there, that would over winter, besides Daisies (I think she's looking for some color). Any suggestions?
