I totally dislike OE. Please help

Please help me if you can. I am running windows 98 SE. This is a 5 yr old computer and this will be atleast the 7th time I have had to restore it.
It is a compaq 5440.

To connect to the internet, I click on my everyones internet icon. Then to open Outlook Express I click on its icon after I am on line. It now won't load. It tells me "Outlook Express could not be started because MSOE.DLL could not be loaded".
I was getting fatal exceptions but not much you can do with them. Please I hope I don't have to restore this piece of junk again. GRRRRRRRRRRR!!!!
