I have several areas where perennials are growing and spaced apart for cultivating room and growing room, is there a low mat ground cover that I could plant under their feet which would allow the plants to emerge through during the spring without choking the perennials. So many ground covers are either too tall, too aggressive or too tight. Any ideas for sun and/or shady areas?

You could try Joseph's Coat. Ground cover and the more sun the more beautiful it gets.
Try Creeping Thyme, has very small white flowers only gets about 3-4 " tall
Lamium is a good one for part sun/part shade. I understand that some of the varieties like Pink Pewter aren't as rampant growing as the species. Very pretty plants, too.
I have golden acres sedum around mine seems to work good and it has a yellow bloom but it does spread but all you have to do it pull it up and stick it someplace eles.
Ajuga..I like bronze, but that's just a matter of taste. There are others. The ' walk on me thyme' is a good idea also
