Making address book - what software would be best to use?

I belong to a local chapter of a national organization & we want to make our own address book & I was wondering what software would be the best to use. I don't want to buy anything real expensive & was wondering if something I already have might work. I have MS Word, Works, Powerpoint & Excell. No Publisher.
We want it to fit into a notebook that is about 6" X 9" with the pages being 5 1/2" X 8 1/2". Any recommendations?
