Question about scaling for miniatures

Pflugerville, TX(Zone 8b)

I have an empty fish tank that is 30" wide x 13" deep x 20" high. I would like to use it as a display for a miniature "estate with gardens" as a landscaping project. I will be making some of the items and buying others. I have 2 questions.

Given the dimensions of the tank, what would be the best scale to use make best use of the space? 1:6, 1:12, 1:24? Then my next question is, once I have determined the best scale to use, is there a formula for translating that scale into actual inches so I know what size to make the items I am making to keep them in the same scale?
