Stuck in Safe Mode

Yesterday my computer worked fine, then I tried to download my new subscription to my EZtrust antivirus to no avail. I rebooted the computer and it went to the safe mode. I tried several more times but always goes to safe mode.
Running Windows 98 - did a defrag and went fine no disk errors. But when I try to reboot get message Windows did not finish loading on previous attempt. I also tried shutting down and unplugging for a half hour.
Any ideas appreciated
