Suggestion for software to draw

I would like to be able to do the following to photos-
place arrows/pointers
draw a circle around an object in a photo
underline an object in a photo
type words to be able to identify what I have photographed on the photograph

A friend indicated that Paint does this and that I have this software already. If I do have Paint, I have no idea where it is or how to use it.

I am not all that computer literate when it comes to this type of software. Does a user friendly point and click type software exist for computer "challenged" people?
