Sick Camomile?

This is my first year growing camomile and up to now the patches/bushes have all been doing really well. But today I noticed what looked like fine white powder covering the foliage of many of the plants, and the plants themselves look a little more yellow than green. Any ideas? Also, the "powder" doesn't rub off.

Update: The powder DOES rub off and it's most likely powder mildew from too much water.
