What is this pipe?

Brewster, NY(Zone 6b)

This is elementary I'm sure, but not to me. This pipe comes up out of the ground a few inches from the house, in the vicinity of the kitchen & basement laundry room. The clamp holds a wire cable that goes up into the electricity meter. So I assume it has something to do with grounding...maybe. But might there be a plumbing function for the pipe? If so, it has no cap (there are leaves & stuff in there) - could it be an overflow for the washing machine? Or is that something that's not normally neccessary? I started wondering about it because our washing machine occaissionally leaks about a Qt. or so of water onto the floor under the washer. I hope this isn't too vague! thanks -
