My young pomegranate, and a well established one, flower effusively. The fruit gets to about the size of a large cherry and then falls off! We have terrific winds here in Greece.. we are on the Aegean Sea. Meltemi in the summers and fortunatas the rest of the year, but our Hibiscus, Oleander and other bloomers don't seem to have their blossoms blown off? Could it be the wind, or is there a way to "set" the blossoms?

Pomegranate
I have a small pomegranate tree (shrub?) that does the same thing. Do you suppose what we have are just ornamental varieties, not meant to set fruit?
