Hibiscus needs help

I planted a hibiscus in my front yard a couple of months ago. It looks worse and worse as the weeks go by. It's looks pale and smaller than before.

What could I be doing wrong? It's in part shade and gets water three days a week. How much water do they need? What about fertilizer?

I'm in zone 9.
