Clematis Dr. Rupple just sitting there......why???

I have had my new clematis Dr. Rupple planted for over 3 weeks now, and it has done nothing. No new growth at all... it appears to be healthy, with nice green leaves and a strong stem, but remains only 6 inchs tall :-(
Any idea what's wrong or how I might kick into gear?

I think that the first year clematis spend working on roots. I bought a run down one form Walmart's bargin bin last year. It sat there at 6inches and did nothing all last year. This year it is taller than I am.
