Here in Pennsylvania our local governments are Townships, Boroughs, Cities and Home Rule Municipalities. Most of them have free mulch and compost available at the municipal building. Compost is usually mainly from leaves, mulch is chipped wood. This weekend I filled two 96 quart planters with free compost instead of buying bags of it. Since my local government, Norristown, doesn't have this stuff I got mine 3 miles away in Plymouth Township. Even though I'm in a very developed area, there are also a few places with horses and cows nearby for more potent offerings.
