Yes,
The best advice I've heard of starting them is plant them in a sheltered spot and forget about them until they sprout.
The root forms in the first spring and then it sprouts the second spring. It then takes a few years to get a flower. Worth it if you are into the species. The hybrids, only if you are really a peony-nut or breeder.
