Mosaic Votives

I am decorating some plain glass votives with little tiles and grout but I am having a horrible time finding an awesome glue that will dry quick, clear, and like cement. I tried liquid nails and it was a disappointment. Silicon doesn't work well for me either. Any one out there with good glue for this type of project? I need something that will keep the tiles study while I am using the grout. That's when they seem to fall off. Thanks for your help!
