On the local news today it showed reservoirs half full or less. The water people say it will have to rain non stop from now until summer to fill them again.

I've noticed the same thing mark, passing some of the reservoirs this year near/on the North York Moors.
I thought that the shortage of water is only in India. We are about to see a severe scarcity this summer which is just round the corner. Our main supply reservoir is nearly empty and it is the prime priority of the local administration to handle the situation.
I heard on the news yesterday that the rains we've had over this winter have almost brought the reservoir levels back to normal again. No problems where I am (north of England) but I'm happy for the other regions.
Oh Dinu - I do hope you have enough rain to see you all through. That sounds a very serious situation :(
