Email - where's the toolbar?

Sometimes when I click 'Reply' on an email the Formatting toolbar appears. Other times only the Standard Buttons toolbar appears. When that happens if I go in to View~>Tools the Formatting Bar is grayed out so I can't select it.

Why does that happen? Is there anyway around it? I would like to be able to use bold or underline or use colored text occasionally.
