I have this room that uninsulated and indoors but not a
porch. It is small and has windows all around. I tried
using it as an office but it is not comfortable summer
or deep winter to sit in there. It has steam heat but stays
just a little too chilly - so I thought I would try using it
to start plants or do hydroponics. Is this a good idea?

However I know absolutely nothing about it other than seeing a
demo at the Pennsylvania Flower Show a few years back.

I think air circulation would be more important than venting during the cooler months for starting plants or hydroponics. Don't know but would surmise venting would be absolutely necessary during the warmer months.
