I have a three year old rosa rugosa grown as part of a hedge that has v. many flowers. I find lots of bees, hoverflies etc crawling over the flowers especially on the rose but never had a rose hip. Why?

If I may venture a guess, could it be that your rugosa rose is a variety that doesn't set hips? There are a few that don't (one of mine, 'Buffalo Gal' often doesn't). If you post this query in the Rose forum, you might get other ideas.
Maybe it just bums its way around!!

Yes, I agree with Lup. Sometimes hybrid plants do not set seed.
